Joe Biden launched his campaign to sell a $2.25 trillion infrastructure spending spree. The four-part, eight-year plan would be paid for by a hike in the corporate tax rate to 28% from 21% and a 21% minimum tax on global corporate earnings, and rolls back half of Donald Trump's 2017 tax cut. The proposal "rewards work, not just wealth," the president said. But while he pledged "to bring everybody along," that might not include Congress. Republicans are likely to reject it outright and corralling Democrats will be tricky.
