The levels, determined by the central bank's most recent stress-tests, give Goldman the highest target among domestic banks, with an overall capital minimum at 13.7% of risk-weighted assets. Morgan Stanley’s target is 13.4%. Among foreign-based lenders, Deutsche Bank is highest at 12.3%. The standards take effect Oct. 1.
